1989 90hp Merc trim won't work

a friend has a 1989 3 cylinder 90hp Merc with the 3 ram style trim unit. when you push the trim button you can hear the solenoid click but the motor doesn't move. Up or down. I loosened the release knob and the motor slowly goes down but I can't lift it up....we made sure the battery was fully charged and the connections are clean.

Follow the green and blue wire from the trim motor up to where it enters the under the cowl. Disconnect the wires and test with a mulit meter or 12v test light. Have some one press the trim up/down button while you test which wires have power and which don't. You can also apply 12V direct to the trim motor and see if you get anything. Green wire is for trim down and Blue wire is for trim up

There's a fuse on our Tilt and trim.
The up solenoid and the down solenoid are the same usually, you can reverse the up and down solenoid to eliminate a bad solenoid.
Like tlewis1 above said get jumper cables from the battery and test the trim motor directly. To eliminate the switch.
