1989 Bayliner

I HAve A 1989 28ft Bayliner That has A 460 Cobra motor That was put in by Previous Owner My prob is it will not go over 23mph It has a 15/15 prop and i took it out of the water and power washed all the build up off the bottom It has a OMC outdrive Im at a lost any help would B greatly app thank u

A few questions:

1. What RPMs are you reaching at wide open throttle?
2. Is the speed you quoted measured by GPS or by the speedometer?
3. Is the prop in good condition?
4. What kind of load is in the boat?

4000rpm,gps and speedo,brand new out of box today,3 ppl

Your WOT RPMs sound a bit low. Has the engine been tuned up lately? Any idea if this a proper marine engine? It does make a difference.

its a freinds boat I dont know when it was tuned up last and as far as i know it is a marine Engine
