1989 Evinrude 15hp

Hi I need to get a quote on my 89 15hp see how much I can ask for engine , steering, lift systems.
the engine has a completely rebuild lower unit . All OEM parts, bearings, seals, water pump.
The engine has new gaskets, thermostat, spark plugs.
The carburetor has been rebuild as well.
Only needs tuning. I cannot tune the carburetor. The engine starts by pull start and electric starts. It runs on choke, and by holding gas, but I cannot get it to idle.
