1989 Evinrude whistling sound

I have a 1989 Evinrude 200 XP that makes a whistling sound while underway and it will stop when I let off of the pedal. Anyone know what this might be or is that normal. It is a constant whistling and not a alarm type whistle. Dont know if that is normal or what might cause it to do that. Could it be sucking air through the air intake causing a whistling noise maybe common with a 2 stroke but I have not owned enough to know the sounds they make. Please someone help me don't want to damage the engine if it is not supposed to be doing it.
