1989 Force 125 having problems shifting into reverse.

I can't shift into reverse and I have tried asjusting cables on both ends. Could it be low fluids in lower unit or are my gears worn?

I also wanted to try and figure out why my rpm's are low. I am only getting 3500-3800 wot and my prop is 13 3/4" 15 pitch. I just replaced my spark plugs and everything seems to be running smooth. Any ideas.
