I have removed the hot foot from my fish and ski boat and connected the original control back together. My question is what does the screw on the rear of the unit do. It seems to make the shifter tighter and looser but is there another reason it is there. And why is it that i cant get the linkage to work the throttle in neutral. I cant start the motor in with any throttle only idle. Any tips on how to fix that?

The plastic screw on the back of US marine control boxes adjusts the drag on the control handle. You can make it loose so you must keep your hand on it, or tight so that it will retain a throttle setting at cruise.

US Marine control boxes either have a center rubber button that you push in and hold while advancing the throttle or the whole handle pulls out then you advance the throttle. This allows a small amount of throttle and timing advance with the shift disabled for starting.
