Remove it.
Use the model# and the number on the choke horn to look up carb kit.
Take it apart, deep clean bigger parts, spray carb cleaner thru all ports and hole. Use new gaskets and other items from the kit, adjust all settings shown in the kit instructions, like fuel float level and drop height.
If it is the original carb on the engine then go back with the same tuning components "numbers" such as power valve, main jets, secondary vacuum spring.
You should be able to find the original tuning specs from the model# and that number on the horn in searches.
If you are trying to re-tune then give what is different about your engine now from OEM.
