I am trying to remove my tilt-trim assembly, and successfully removed the two mounting brackets and tilt tube. The motor is hung on an engine hoist and I am trying to remove the remaining tilt assembly. The bottom two nuts came off without a hitch, although they were corroded a bit.

However, the top two bolts that go through the steering arm mounting to the block are spinning without backing out. Looking in my manual for the motor, it looks like the top two bolts are through the swivel pin/steering arm, and this a a "Design 2" style of mount. There appears to be two lock nuts on those bolts, inside somewhere that I don't see.

Is there a way to remove these somehow without pulling the whole lower unit, midsection, and freeing the powerhead to get to those locknuts?
