1989 mercury 35hp outboard carb problems

i have a 1989 35hp mercury. i cleaned the carb and put a new needle and seat . Now when i start it it gets flooded immediately pouring gas out of the foot . I have tried adjusting the float no help anyone have specs on this carb

update i have the Float the factory spec

Sounds like the fuel pump diaphragm nay need looking at.

Would the diaphragm cause to much gas to flow into the carberator

No the fuel could go straight into the engine.----Then run down the exhaust pipe.to the foot.----Up to you to check since carburetor has already been looked at 2 or 3 times.

Sounds like hinges not assembled correctly and pushing needle closed,,,

i have checked everything to the Manuel i will just keep trying it
