1989 Mercury 90 hp. Won't rev over 3000

I am looking at a motor that I may purchase. Owner says it won't go over 3000 rpm. He's thinking electrical issue. It has good working power trim. Any thoughts? He asking 600 which is a decent price for this area.

Maybe high speed stator winding is bad. That is a wild guess however. Maybe some coils are bad or the switchbox is bad. How's the compression? How's the gearcase condition?

Not sure on compression. Motor seems to be in great overall condition. Lower unit looks perfect.
