1990 25 HP EVINRUDE IDLE PROBLEM

I can't get it to idle smoothly. I rebuilt the carb, Have adjusted the low speed idle many times. If you give it a little throttle it smooths right out.

Sounds like you might have the idle set a little too low. Are you sure both spark plugs are firing at idle?
