1990 25HP Evinrude idling problem

Engine won't idle. I rebuilt the carb and it did not make a difference. Could it be the new ethanol gas? Idled fine last season.

If you didn't soak it in a good carb cleaner for a time and blow out the jets with air you probably still have some crud in the low speed jet.
