1990 28hp evinrude will not turn off with key

Has never switched off with key, I have to shut off the fuel. Would anyone know the color of the kill wire, and where it should be connected? Any help greatly appreciated. Thanks guys

Blk/yel. Goes between power pack and key switch. You probably have a bad ground to key switch.
