1990 4.3 so i see that i have a milky substance under my right valve cover. And oil cap. Right side plugs look alittle orange. Boat does not over heat at all but does run alittle rough. How do you test head gaskets on a boat? Or is this a riser gasket problem?

First thing to do is pressure test the cooling system. Plug off the hoses going to the exhaust and the in-line from the transom. Should hold 15 pounds indefinitely.

Ayuh,...... Is the oil level goin' up on the dip stick,..??
How long did you run it,..??
On the hose, or in the pond,..??

If the oil level ain't goin' up, my guess is yer seein' condensate in the valve cover, 'n there's nothing wrong, other than it's cool, 'n humid where you ran it,.....

The orange coloring on the center electrodes suggests water getting in. Did your try cranking it with the plugs out to see if water cones out of the plug holes? Any rust on the electrodes?
A good test Is to replace the manifold feed hoses with clear tubing and run the engine till good and hot. If the HGs are leaking you will see bubbles in the water that exits the thermostat housing after the stat opens. Those bubbles are actually combustion gases getting into cooling water via a blown HG.
