1990 50hp Mercury Force Cylinder #1 no spark, can't turn off

I have a 1990 2 cylinder, 50hp force. The only problem im seeming to have right now is that the cylinder #1 isn't getting spark. I swapped the cables from the cdi to test the individual coils and both coils work fine with the the blue/red cable coming from the cdi.

The key also doesn't turn off the engine when I had it running on 1 cylinder. I even removed the black/yellow wire from the cdi and manually grounded it when it was running and that didn't turn it off.

I suspect the cdi is bad, so i went ahead and ordered one. Do you think that's the problem? Also, when i bought the boat That black cable was just dangling. Is it supposed to be attached to something? The wiring diagram makes it look like it's not supposed to be there, but it has the same connection as all the others so I'm not sure.
