1990 60 hp VRO Evinrude won't idle

I recently bought a boat with a 1990 60 HP evinrude with VRO that had been sitting for two years. I brought it home and started it but it wouldn't run or idle. I rebuilt the carbs, replaced fuel line, and changed the spark plugs. After all that I still can't get it to idle, however now it runs good as long you are giving it throttle. Any ideas as to why it won't idle.

get a manual, it will pay for itself the first time you use it.

thanks for the advice. one more question though where can i adjust the idle timing speed on this motor.
