1990 90hp merc. tilt/ trim lockup...

i have a 1990 90hp mercury outboard that i was able to tilt it down but now it wont tilt back up to take to a repair shop to look at and i dont know how to manually tilt it back up. what do i do? i can hear the motor while going down but no noise at all when i try to tilt it back up.

check the relays, sounds like one is bad
just switch them around and it should go up

Then replace both. When one goes bad, the other folllows soon. Toss the good one in the glove box for a spare.

thanks i ll give that a try, if it isnt the relays what else could it be? how would i raise the motor manually if thats not the problem?
