I believe that you should call the johnson engine guy to see if the engine is to be sold with the controls. That is the easy way. If not, try to get all the wiring harness from the johnson you can grab. Did you test the engine? 1990 is pretty old too

I paid alot more for my 70 HP!!! Measure your old cables so you know what length to get for the new control and get rid of the VRO, unless it's been updated recently. That can be addressed later.
