1990 CV85 fuel problems?

We have a cv85 that is acting like its starved for fuel. Starts easily, idles a little rough but will idle for hours no problem. It will run up about 4500-4700 rpm okay. Increasing the throttle will cause it to drop rpm.. Squeezing the bulb will not change anything. While on the water we removed the air intake cover and observed the throttle plates - they where all open about the same amount. I them place my hand firmly over each carb. When I did this to bottom and middle carb this caused the engine to stumble (as expected). When I did this to the top carb the engine rpm increased to over 5000rpm.
We have replaced the water seperator, prime bulb and new fuel pump diaphrams. Any suggestions would be appreciated

You have a problem with the top carb. High speed jet is apparently clogged. Putting your hand over it enriches the mixture. Rebuild time.

Thanks Silvertip. Never pulled an outboard carb a part before but it was way easier than I thought. You where right. We found a big chunk of crap in the high speed jet. Amazing how many small holes and passages there are. I'm surprised that the carbs don't plug every time we use the boat. We soaked the carb overnight in carb cleaner and rinsed and blew everything out. Will put the boat in the water tomorrow.
