1990 Four Winns Freedom 190

I was given an older Four Winns boat. They thought the ingnition switch was out. I replaced it. Right now, I have 12 volts to the red wire under the dash, but I have no instruments or start. I have read there are some circut breakers by the motor, but I am unable to locate them. Any ideas or suggestions would be helpful!

A serial number might help,.....

Realizing now, I should of added some motor information. Where would I find the serial number? The motor isan OMC Cobra 4.3 litre if that helps.
