1990 Johnson 225 VRO won't start

I have a 1990 225hp Johnson VRO that won't start. I am not getting spark at the plugs. It is 1 of a pair of engines so I was able to swap everything I can think of between the 2 engines, except for what is under the flywheel(I can't get the flyheel off the working engine). I have even swapped the wiring(big red plug that supplies all the electric to the engine) between the engines, which eliminated anything external to the engine. The only difference I have found between both engines is I only get 830 ohms on the stator. The book I have says it should be 985 +/- 25 ohms. Does that mean the stator is the cause of why the engine wont start? I am afraid to spend $400 after tax for a stator without being fairly sure it will fix it.

i assume you have removed all black/yellow wires from the power pack connectors<br />may not be the stator could be flywheel or timer base remove flywheel and check inner hub

I had the flywheel off and all the magnets are on tight. inner hub looks fine. Yes I have had the black/yellow wire disconnected. I had the stator out of the engine on my work table when i was checking ohms.
