1990 Johnson 25HP Carburetor Question

Hi...

I have a 1990 Johnson 25 Rope Start. The carburetor has a small screen installed where a welch plug appears on the parts diagram. I have seen this before; I don't question that it's correct for it to be there...but was wondering what it's purpose it.

Here's a link to the diagram of parts. The welch plug (#4) on the diagram is instead a screen on mine.

I think I have seen a screen in that spot before, I always thought it was just a vent cover.
