1990 Mercury 115 question

Greetings:
Bought a boat last weekend that has a 1990 Merc 115 and have a few questions. I noticed a viewing window on the side of the motor that doesnt appear to have any oil in and noticed an oily residue on the back of the engine by the lower unit. This motor had not been run for a couple years but fired up right away and seemed to run good although I ran for only a few seconds. Question is what is the window on the side of the motor indicate and should I be worried about the oil on the back of the unit?

Window is to view the oil tank, under the cowl. Where the oil came
from is a mystery. Regarding the tank-I can not see through my window,
I just add to it, each use.

Thanks for the info. The guy I bought this from said he filled the oil tank so I may try to add some anyways.

Hope you had it in water or on muffs to run it. Running it dry will fry the impeller in 10-15 seconds, according to Mercury.
