1990 Mercury 40HP hard to start

40HP is hard to start, once running it runs fine. I've tried the choke in different spots, primed bulb, just not sure at this point if it could be enricher (haven't checked yet) or my carbs need cleaned/replaced. Motor did sit for a few years prior to me getting boat. Compression is great! Any help would be appreciated. Thanks

Are you pushing the key in and holding it in while cranking it over ??--------[What do you mean by " choke in different spots " in this case ??

Yes I push the key in as I start it. I was referring to the level on throttle you can move up or down. I've read they have their sweet spot so I've tried it at different spots with no luck.

That lever is for throttle only. -It is NOT a choke lever.-----Try that lever full up and PUSH key in while cranking it over.-----Have you confirmed that the the enricher is working ?
