1991 15hp evinrude

Ive just replaced the impeller and the motor wont fire. The old impeller had only 2 blades on it. Last weekend it shutdown on me. I assumed it had run out of fuel as it was very low. Cold have I done some damage to the motor running it with a damaged impeller?
