1991 200 johnson fuel flow restriction

fuel does not seem to be getting to the spark plugs, i have to spray a fuel mixture to get it started. when running full throttle. i get a beep stating fuel flow restriction. if i give it a little gas in reverse or forward it cuts off, but if i go ahead and excellerate it runs. any ideas.

The fuel restriction signal is constant beep same as over heat. Difference is that it goes away as soon as the throttle is reduced.
