1991 25hp 2 stroke won't idle

OK, first post have a 25hp mercury sr#0D003026
Runs like a champ at top end but can't get it to idle. not sure what i am missing.
Steps i have taken so far.
cleanted carb fresh carb kit
new fuel filter
new plugs
new primer ball
new impeller
new thermostat.

I don't see any idle adjustment screw around the carb there is the lean rich adjust but not idle.
thx in advance for help and ideas

of note primer bulb still don't seem to stay hard or get hard not sure if fuel line prob from tank to engine or why that is

Do a compression test.

But there is an idle mixture screw on the carburetor.---Agreed , a compression test is always step one in trouble shooting.

The idle speed screw is on the side of the motor. Look for a screw with no head on it it will be located by the recoil safety lock, Left side of the motor if you are looking at it from the front.

update: compression test both cylinders at about 125
found that screw with no head the rubber seat of it was a bout a half inch away from the stopper.. this is a adjustment i never touched b4.
I was able to get a idle cranking that screw in almost all the way will ad pictures from phone.. shows the shows the throttle cam way off the white line not sure if it will cost me on top end? but it did idle.
