1991 8hp evinrude "no speed"

my engine idles great but wont go past 1/4 throttle without stalling
playing with choke helps or restricting air flow aswell as pumping ball rapidly while increasing throttle?

Sounds like its time for a carb rebuild, although the bulb pumping has me stumped. Late 80s and maybe early 90s 8hp had a change-out of the plastic cap on the carb. They were prone to warp and leak, apparently. You might check yours out for warping, then check with your dealer and see if yours fits the superceded part #.
