1991 Chaparal Yamaha 4.3 liter V-6 Outdrive

Start will not turn the engine over. Can hear something spin for a second stop dead and drawn a large current. Cleaned all connections charged battery and changed batteries. It started doing this but would eventally turn the engine after a couple of trys. When got the boat water in the boat was over the starter. The boat is 1991(I think) Chaparal Yamaha 4.3 liter V-6 Inboard. Are many of the parts swappable with chev?

Next step (or first step) - pull plugs and check for water in the cylinders. It doesn't compress and will stop a starter dead in it's tracks. Hopefully without breaking anything.
