Re: 1991 evinrude 60hp (blowing main fuse)
Not sure what you mean by "main fuse," but if you're talking about the red jacketed fuse on the crankcase, it could be grounding out somewhere. I had a similar problem. PO had the main electrical cable taped up with electrical tape. When I pulled the wire through to my console I must have disrupted the delicate balance of his/her taping and splicing job. I went from blowing fuses occasionally to getting voltage, but ground-out when any current was drawn on the wire. After many head-scratching sessions, it finally dawned on me that the main (red/white I think) wire was severed (not completely) somewhere in the conduit I ran the wires through. I finally ran a new wire and purchased a new main cable (about $150 - ouch). If it ever warms up so I can take off my gloves, I'm going to replace the whole cable with one I know is good.
You might try pulling your main cable back and forth to see if it either fixes or fully confirms your problem. If the former, you've likely got a short somewhere in the wiring cable. Look for sharp bends or wear points...
