1991 Force 85HP Tilt trim Creep down Help!

My tilt and trim unit is from a 1991 85hp force it has always leaked down when ever the engine is up, both the tilt and trim leak all the way down and they are beginning to do this very quickly. I am wondering how i can test and isolate what exactly the problem is, i figured it was the valve body since both leak down??

The motor as i raise the engine doesnt sound smoothe it sorta cuts in and out but never stops working, its like the motor is hitting air in the system or something?

First I think stopping the leak down problem would be key!
