1991 johnson 70hp vro horn

The problem I am having is that the horn is constantly on without the motor running. The key switch is in the on position but the motor is not running. From what I have read here I need to disconnect the temp sensors at the quick connects and if it is still sounding that is not my problem. I tried that but only found one sensor in the upper left of the head with that unhooked it was still buzzing. Next plan of action is to take the control apart and unhook the tan wire. If the horn is still on with the wire unhooked the horn is bad? Also check the tan wire to see if it is grounded anywhere which would also cause the horn to be constant without the motor running?

sounds like a wiring short. check for bare wires, even inside the control.
