1991 johnson no fire

i have a problem with looseing fire, at first lanyard switch wasnt working, rewired, checked all grounds and exchanged ignition switch, at this time enginge started right up. tried it again two days later and same problem no fire. where can i start to remedy this problem. oh yea, battery is showing charge of 11.8 does it need to be above 12.0 to start motor
