1991 johnson tilt and trim assembly removal

i have a 1991 48 hp johnson and the tilt and trim is leaking and im trying to remove the whole assembly and am having a problem removing bottom bolt i have taken the nuts off of each side and it doesnt budge
is it pressed or require a special tool ?? any help would be appreciated thnks

Heat and a BRASS drift punch works good. Also a BFH works as it's probably held in by corrosion. You have to drive it out.
