1991 Yamaha trim dust seal stuck

I have a 1991 Yamaha 250. I unscrewed the cylinder trim caps expecting to replace the trim dust seals with ease and I cannot get them out. I see there is a ring snap holding the seal in place, but I can't get it out. Any tricks? I was using an ice pick and hammer, pliers, etc. I can't get the seals to move within the cylinder cap either. They almost seem like they are a part of the cylinder trim cap. I'm sure they've probably never been replaced and it's an old engine...any pointers would be greatly appreciated.

Do you mean they are being held in place by a snap ring? Nothing beats a snap ring pliers.

Regular snap ring pliers will not get it out. Is there a specialty tool?

a small pick and common sense are the two best tools.
remember its a DUST seal.
not ment nor will it seal fluid leaks.
I do a few every month,not hard just patience.
