1992 120 Johnson Not Starting

I recently got stranded on the river due to my Johnson not starting. The starter engages and spins the flywheel but it isn't turning the motor over. The voltage drops from 12 to <10 while trying to start it. I've checked this with both the voltage reading on my fish finder and a voltmeter. After a few attempts of starting it the starter gets hot and smells burnt. Here is what I have tried.

- New battery
- New Starter
- New Starter solenoid
- New ignition (there was also an issue with the controls that related to an ignition issue, this is resolved)
- New Spark plugs
- Tested the battery and get 12+ volts
- Tested the Ignition post of the solenoid and get 12+ volts
- Tested the starter and get < 10 volts
- Tested the starter post and connection leading to the starter and get < 10 volts.

Anyone have other ideas I can take a look at while I wait the 2 weeks until my Marine center can take a look.

If it spins the flywheel but the motor isnt turning over something is broke...

better you more clearly describe what's going on with terms we can define...

motor turns over, let's say that means the starter turns the flywheel and the motor "spins" maybe...looking for 2-300 rpm. Does it turn over or spin? Yes, or no.

if it does, perform a compression test and an open air gap spark test.

Pull the flywheel and check the flywheel key. The flywheel might be spinning on the shaft -- can't tell what's happening from your description, like Jake suggests.
