1992 17' All American cover help?

I have a 92 All American ( 2nd owner) with the original boat cover. I've strapped it down tight, but I am still getting rain pooling up in the bow and in the center of the main cabin. Do I need to install the bimini top piece in order to have the cover on? Is this cover just too darn old? Do aftermarket covers install tighter and force the water to drain overboard?

The cover needs support. Check this out. You can also install an adjustable support pole.
