1992 48 hp. evenrude trim and tilt

Help!! I have an 1992 Evinrude 48 special in which the manual tilt went bad. I had to cut the rod of the old tilt but am having trouble getting the top pin out. The top pin has a cotter pin which I removed to allow it to slide or be driven out however where the pin is makes in nearly impossible to strike a punch on it. The pin has a flat head on the other side which has a threaded hole. Is there a tool designed to remove this pin? How do I get It out? Thanks.

I have a feeling you are in salt.Perhaps some PB blaster sprayed to lube and ease the corrosion.Carefully tap the rod near where it passes through the bracket. To loosen the corrosion.
You could try some vice grips on the rod to perhaps twist it while tapping.
Sometimes many light taps are more effective than a few hard taps.
