1992 50 up outboard

Well if alot of you are like me, it's too cold to do anything outdoors! So I thought I would pose a question to the Mercury guys out there. My buddy just bought a 1992 Forester pontoon with (I have to assume same year motor) 48 or 50?up motor.
Stickig up out of the front of the lower unit is a rubber hose about 6" and blocked on the end,i assume so water can't get in?? The hose is smaller diameter, like pencil size. He/we are wondering what this is.
I appreciate any insight..

I think it's a hose that connects to a speedometer, there is a small hole on the leading edge of the LU that acts as a pitot.

That would be the hose for a speedometer.
