1992 Johnson 120 HP V4 VJ120TLAND ALARM

I have a new to me Johnson 120 HP that was in a boat bought last year. I've finished a few tasks since then :
complete rewire,
addition of fuse panel,
addition of defunct alarm at helm that was disconnected and dead(new radio shack buzzer) ,
new neutral safety switch in controls,
changed lower unit lube,
new power pack
etc etc


However the buzzer alarm sounds on every start - beeps once at the turn of the key but continues to sound every other second, indicating from what I have read here that it's reporting no oil.

This prompted the tough decision to install a new VRO2 pump. $$$$.
I have oil showing in the indicator (opaque plastic attachment on VRO)

That didn't do it , still sounding even when I pump the ball......, so I also ordered and installed a used oil sender and oil tank to take that away as an issue.

. I filled it with oil and I raise the sender in the tank, doesn't stop.

Keep in mind that on starting this engine there is plenty of oil showing in the carbs. I believe the VRO is pumping oil and gas properly. Maybe even too much but hasn't been an issue yet. Could that oil just be from me pumping oil with the ball?

My question is how do I test the oil system step by step to determine what is causing the buzzer to show no oil when there is a full oil reservoir I see oil in the opaque plastic VRO indicator, oil is in the carbs while running, and the parts are replaced?
