1993 9.9 Johnson (j10retm) throttle adjustment

Looking inside the carb, butterfly not open all the way when throttle is twisted to full. You can push carb linkage and will open all the way up. How do you adjust throttle cable were the butterfly open all the way? Thanks

Is the mag plate advancing all the way ?? Is the roller still on the carb linkage ??

YES AND YES When the throtlle full you can reach down and push the linkage to full open and the roller has a gap about 1/4 inch.
