1993 Evinrude 120 bogs @ tilt down

Engine: 1993 Evinrude 120hp with a 18p Raker

I keep my boat on a lake that requires frequent tilt up and tilt down.

When tilting the motor from up to down the engine chugs / bogs / runs rough for about 30 seconds before it clears out. if i were to hammer it, the engine is slow to respond and chugs forward. if i leave the engine down i get fast throttle response with a great take off.

My carbs have just been cleaned new kits in all 4.

any suggestions? as to what causes this? I figure it might be because i'm dumping the carbs when the engine is up and "flooding" it as soon as i put it down.

you've got the right idea, when the motor is tilted, the carbs are out of level, thus the floats do not work correctly, try not to tilt as far.
