the mount should be clean, but i doubt that is your problem. do you store the motor tilted, and with the fuel line connected? if so heating of the fuel tank, causes expansion, and could be forcing fuel into the carbs, thus flooding the motor. an takes a few minutes for it to clear it self out.

or if you start your motor tilted, again the carbs are out of level, and pumping the bulb, can force excess fuel thru the carbs.

the boat stays in the water during the weekwith the motor not tilted and it has a built in 15 gallon tank i dont prime the bulb when i start it and requires little cranking when i start out was wondering if it could be the powerpack but i understand that they either go or dont

The QuikStart function on your engine advances the timing until the engine reaches around 96 degrees, then returns the engine to normal when the temperature has reached that level or +/- 1100 RPM whichever occurs first. If the 1100 RPM is reached before the engine warms, the engine will run rougher than it needs to.

Quikstart is a powerpack function. It receives the temperature information from the temperature switch in the cylinder head. That makes the system dependent on good thermostats to control the water flow.
