1993 Evinrude 25 hp model E25RETS, doesn't run at full power

I just purchased a 15ft. Hobie Power Skiff w/ this motor. The PO never ran the boat and it sat for 4-5 years. I am new to outboards and should have read "Awakening a sleeping outboard; by BoatBuoy" before I put the boat in the water but, too late.

I added fresh fuel and it started right up. I have since ran about ten gallons of fuel through it and after having read "Awakening a sleeping outboard; by BoatBuoy", I realize that there is quite a bit I should have done before running the motor.

Now that it is in the water and I have already ran it what are the items I should do ASAP?

I won't be able to use the boat in the winter due to the lake freezing over so I am hoping to put as much off as I can until then.

The boat was last run at 6000 ft. and I am now at 2500 ft.

The exhaust seems to be darker and more than I would expect. I have been running a richer oil/gas mixture so hopefully that's it.

The real problem I am having is that the boat won't plane.

I am just about to refuel so I will go back to the 50:1 mix and I bought some "Lucas Injector Cleaner" to run through it too.

I also bought a carb rebuild kit that I will install as well.

Any suggestions are appreciated.

I would check the compression and spark. You might want to think about replacing the water pump since it has been sitting for so long.

The stream is strong exiting the motor, should I worry about the water pump?

Yes, I would replace the water pump as preventive maintenance. It could fail w/o warning.

Replace ($145) or buy a rebuild kit ($45)?

Any suggestions on where to buy cheaper parts?

$145 must be the chrome kit. Personally, I would get a cheaper complete kit w/housing. I use the same kit on my 30hp. I picked one up from Boats.net. Boatsnet has OEM parts a little cheaper than a dealer, but then you have to factor in shipping. Also, iBoats and marineengine.com have after market kits a little cheaper.

edit: Do you know if you have the chrome water pump kit on there now?

Yes $145 was for the chrome kit and I don't know if it has the chrome already or not. The quotes I gave were from boatsnet including shipping.

All I saw was a chrome kit on boatsnet and on the Evinrude site.

Not that this will help much but, here are a few pics. It looks pretty clean and I would guess by looking at it lower hours.

Why isn't there an air filter?

yea, she's pretty. No air silencer on that model year.

Outboards do not use air filters, no dirt on the water to get into it.

Don't worry about it, if they were honest, every first timer has either asked the same question or at least thought about it.

If you are talking about a fuel leak at the connector, there is an o-ring in there that can be replaced.

No. I am talking about the crazy angle and rub issue of the fuel line on the transom.

One more thing is that I thinking is it is using much more fuel than I would expect. I am thinking running WOT while not planning has something to do with it.
