1993 Evinrude 4 hp

Hey guys...looking for some help on this one...I took my boat out yesterday and I noticed 3 things after I ran my motor for a while:

1. When I kept the motor at a constant throttle position I noticed that the power went in and out some (strong for a couple of seconds and weak for a couple).

2. I just bought a brand new fuel line after I thought something was wrong with my other and I notice that the hand ball on the line does not stay stiff. Should it stay stiff the whole time I run the motor?

3. The motor will also cut out some. I ran it for about 20 minutes yesterday and it cut out at least 2 times going from half throttle to cutting off. It started back up with about 5-10 pulls but it was aggravating with it cutting off like it did.

Any thoughts on what I need to to to look into this futher or fix it?

Check your spark, 1 and 3 seem to point to the same thing, losing spark on 1 cylinder is classic for losing power and cutting out, powerpack may be going bad. 2- the bulb should not stay hard while underway, only at startup.

I just put 2 new spark plugs in it about 2 weeks ago.

Somebody told me that it could be a bad coil. Do you think this might be the issue?

What about the fuel pump?

What are some tests I could do to hone in on the problem? I've never worked on outboards or engines for that matter.

Get a spark tester & try it cold. Then try it again when it's warm. If you have issues on both cylinders, buy the power pack, if only one cylinder it could be either one. The power pack is the most common suspect, like Bktheking said.

Coils should swap if you find one is giving you issues, swap them around and see if lack of spark follows.

So I have to admit that I am no mechanic and have never worked on an engine. I did however order the service manual for this motor and plan on taking my hand at figuring out the problem. What exactly is the powerpack, where can I get one for this motor, and is it expensive?

Basic ignition 101 according to BK :D:

Its a control box , basically provides low power to the coils, the coils step up the volts to high voltage. Your particular model has what`s called an ignition module, combined trigger coil and powerpack. When you pull the rope the flywheel passes the charge coil which in turn supplies voltage to the ignition module. The module senses the revolutions of the flywheel which causes the ignition module to fire each coil at a specific time. If you are getting fire on one coil but not the other you either have a bad coil, which can be tested by simply swapping them around. Or you have a bad wire somewhere OR a failing ignition module. I wouldnt think it were the charge coil if it is getting spark.

So I guess for starters I just need a spark tester...Where can I get one for my outboard? Also, where can I get a compression tester? Are there any other tools you would recommend for my pass at working on my outboard?

You can get these items at AutoZone or any good auto parts store; good idea to get a volt/ohm meter also. Read your manual closely and come back to forum with questions; there are some great people on here who can answer them. Good luck.:)

Go ahead & get a small hand pump & some gear oil for the lower unit, too. I use 80W-90 from any auto parts store, but most people probably will recommend a marine grade gear oil from your local dealer. They'll have the right pump, also.

Be sure to get a compression tester with relatively short threads on the end that goes in the cylinder. Mine is a regular automotive model & if I tighten it all the way down, it hits the piston! Almost broke my wrist when I pulled on it! That makes mine useless on these small motors.

Both of those will work just fine!. You won't need the extension that comes with the compression tester. You'll wanna keep the threads that go into the cylinder as short as possible. You might wanna get two spark testers so ya can see em both at once. It really depends on what kind of trouble you're havin. You can make one yourself like this:
