This is what I would check and in this order:
1. Is it a VRO? If so, check the oil levels in the main tank and any other holding tanks along the way. If there is a problem in the oil delivery to inline tanks (under the coulling) the computer will set the RPM levels lower and lower to prevent burning the engine when it runs out. I experienced this once before and it was because the sending pump in the main tank went out. When the remote tank fell below the acceptable level, I had the exact issue you are having. It cranks, idles and revs at idle right? Put it in gear an then you only have half power.
2. stator, I'm not familiar with that engine but I do know that several Johson models have two stage stators.
3. My yammys have a highspeed coil that have caused similar problems for me in the past. Does your Johnson have a similar design? If so, check it!
4. Fuel pressure
5. Air mixture
Again, I'm not an expert but over the last 25 years I have had issues with all of these things on several brands of motors and this is where I would start if I were you.
