1993 TBI 350CID Merc hesitates at steady throttle

Just rebuilt engine, new rings, sent out heads - changed 12 valves, replaced risers & manifolds, drained tank, all new hoses including fuel lines, new fuel separator, new fuel sending unit, new plugs, cap, wires, starter, water pump and ignition coil. Mechanic said carb was cleaned, blown out but not rebuilt, Carb is 2bbl. 1st sea trial out - ran great - but after 45 minutes at 3200 rpm - you begin to hear a stalling sound but engine kept going. I had to back down throttle a bit after this momentary stalling became more consistent - every 1-2 seconds - ran 20-30 seconds then momentary stalling is heard - 1-2 seconds - backing down throttle made problem go away. Stopped for awhile, engine fired right up - headed out - now about 30 minutes later same 3200rpm - engine sound of 1-2 second stall is heard - had to back down throttle to 2800 rpm - OK but started 1-2 stalls - then 2400 then 2200 - finally made it back to dock. I can back down off plane, then hole shot - boat gets up on plane quick but then engine begins to momentary stall out - so have to back down throttle till no momentary stall sound is heard. Frustrated in Key Largo. Any ideas?
