1994 150 Fast Streak ??

I did do a search an found a lot of similar problems, my son has a 1994 Johnson 150 Fast Streak, it starts fine but once put in gear it keeps stalling out, unless he gets on it right away and runs WOT. Now when he slows down, it will run but it fells like it has a miss and makes a spitting sound know and then. I'm only trying to save him some money and problems in the future, where should I start looking first.

clean and rebuild the carbs, read TOP SECRET FILE. change fuel lines to alcohol resistant.
