1994-2002 2 stroke 2 cyl 30/40 hp...what makes the 30 hp a 40 hp?

I posted this in the none repair section but thought I might get more answers in the Mercury section. Looking in my service manual I noted that the only difference in the 30 and 40 hp motors are the reeds. Is that the case and would that mean that all I have to do is change my reeds to make a 30 hp into a 40 hp?

Reeds, block(different porting), carbs, and exhaust tuning could all be different
