1994 3.0L GL starter relay testing

I have a common issue of the engine not turning over and just a strong click when engaging the ignition. My question is with trouble shooting the volvo system and its starter relay. Since this relay doesn't have exposed studs/contact areas I have to open the waterproof two-part shell. Once open and while I check voltage should the other wires be jumpered so its connected like usual or will it not matter since Iam checking one specific wire at a time? Shouldn't it be showing voltage from the battery and not 12volts while the ignition is off? A link I found regarding this is more focused on exposed studs and not this type of closed relay. they even suggested jumping between to points to bypass the system but didn't show what to do with the other contacts since the shell has to be opened up. I hope that wasn't too confusing and somebody understands my description of things. thanks

Don, I did look at that but it focuses on detailing the slave solenoid and not the relay solenoid. The only way I can see testing is opening it and disconnecting to get to the contacts vs. the slave which is fully exposed.? Is a picture better help for what Iam dealing with? What I don't understand is if it(starter solenoid) is getting power to click why am I testing the relay solenoid?

Do you hear the relay click when you turn the key to start?
If you hear the relay click and nothing cranks, you know terminals 85 and 86 are working. If you hear it click, check terminal B on the starter solenoid and see if you have power there while in the start position. If not, then pull the relay and check terminal 30 for power. If you have power on #30 and all of the contacts are clean. Then replace the relay.

If you want to remove the relay and test it, there are complete details in the OEM service manual (Electrical and Igntion). If you go up to the adults only sticky you can download them for free.
